He first met his now "forever" family when he was 18 months old.
Michael was placed with his third foster family, Tara Montgomery and her two daughters, on February 14, 2015.
"His original case plan was reunification with his "bio-mom", she said.
"My children's last name is Brown his was already Brown when he got here so it was again meant to be, Valentine's baby, his last name was Brown, everyone always says he looks just like the girls", she said.
His new sisters posted photos of him adorably punching the air after his adoption was finalised, and the tweet has been retweeted nearly 55,000 times. She says Michael is "just what her family needed".

He was so excited that he couldn't help but tell the entire courthouse the news - by holding up a chalkboard with the message: "Some things are worth the wait, after 832 days in foster care today I'm adopted".
"I tell my kids if we had a bigger house, I'd have everybody here", Montgomery said.
Although Michael is only 3 years old, he knows very well that he now forms part of a family, forever.
