To set the record straight, the third Monday in February is a federal holiday, meaning that federal employees get the day off and federal offices are closed.
Born in Virginia on February 11, 1731, Washington's birthday was moved to February 22, 1732 when Britain and all of its colonies adopted the Gregorian calendar. It's marked with a day off for many in the private sector and most of the public sector. One effect, intended or otherwise, is that the holiday falls between February 15 and 21, never landing on Washington's actual birthday. When Presidents' Day was established in 1971, many state and local governments started celebrating Lincoln's and Washington's birthdays on the same day. Around half the states have state holidays honoring both Lincoln and Washington today. Still, the federal holiday is, and has always been Washington's Birthday. But no such holiday exists in federal law, and only a handful of states officially recognize it.
