The guidelines state that the European Union will "give priority to an orderly withdrawal", and will take a phased approach, with the first phase aiming to settle the terms of the UK's removal from the rights and obligations derived from membership and to provide "as much clarity and legal certainty as possible" to citizens and businesses.
But that concession to Theresa May two days after she triggered a two-year countdown to withdrawal was accompanied by elements in the draft that the British prime minister may find less palatable.
The House of Lords said in a report published earlier this month that the job of adapting the European Union regulations into British law is complicated by the "scale and complexity of the task", as well the fact that some decisions will be dependent on the result of Britain's negotiations with the EU.
"Starting parallel talks on all issues at the same time, as suggested by some in the United Kingdom, will not happen", he said, adding that the EU-27 will assess "probably [in] the autumn if sufficient progress has been achieved".
