Branstad said he intends to use his decades-long relationship with Chinese President Xi Jinping to advance US and global interests. The two met in 1985 when Xi was visiting Iowa as an agricultural official.
Branstad will formally resign as governor on Wednesday, and immediately be sworn-in as U.S. Ambassador to China. In his statement, Branstad praised Reynolds, saying he was "leaving Iowa in great hands". Branstad has also traveled to China several times on trade missions.
Prior to joining the Branstad administration in 2011 as lieutenant governor, Reynolds served as Clarke County treasurer and was elected to the Iowa Senate in 2009.
Although the Iowa Attorney General's Office initially indicated that Reynolds could select an incoming lieutenant governor, that stance was reversed by Iowa Attorney General Tom Miller's formal opinion earlier this month.
Calling U.S. -China relationship "multi-faceted", Branstad also noted that the two countries must work together on major security issues, including the denuclearization on the Korean Peninsula and cybersecurity. For over 22 years, Iowans have had a man with a servant heart working tirelessly on their behalf and for a state he loves dearly.

Iowa Agriculture Secretary Bill Northey called Branstad's departure "bitter sweet" but said the council was excited for the governor's new opportunity and the prospects for expanding trade in a key region.

Back then, the lawmaker said, Branstad was more willing to work across the aisle and compromise.
A formal ceremony will be scheduled within a few days of Branstad's resignation in the Capitol in Des Moines to appoint Reynolds, spokesman Ben Hammes said.
