The attack at Resorts World early Friday left 38 people dead, including Carlos, who set the casino tables on fire, resulting to the suffocation of those who mostly perished.
"He was barred by PAGCOR [Philippine Amusement and Gaming Corporation] from all casinos at the request of next of kin", Albayalde said.
The Islamic State militant group claimed responsibility for the rampage early on Friday, but video footage bolstered the government's case that it was a botched robbery by a lone attacker with no known link to terrorism.
Carlos set fire to some of the gaming tables as well as a dining area and some slot machines.
The attack has generated "a thick fog of uncertainty, which will likely have a negative impact on investment confidence and hit the tourism and budding casino sector", said Richard Heydarian, security and political analyst at De La Salle University in Manila.
"My son was a good person, but changed after he started going to casinos", Carlos' mother, Teodora, told the press conference.
Because of being indebted, Albayalde said in April, Carlos was banned from all of the casinos in Manila.
The police identified the attacker after reviewing CCTV footage, photos and other details.

The suspect, who killed himself after the attack at Resorts World, owed at least $80,000 dollars in credit card debts and had recently sold his pickup truck because of financial problems, Albayalde said.
"On this note, we also reiterate our prior statements that this is not an act of terrorism but this incident is confined to the act of one man alone", Albayalde said.
The security footage showed Carlos casually exiting a taxi just after midnight and walking calmly inside the entertainment complex.
What happened next borders on the surreal: a slow-motion arson attack and robbery so methodical and unhurried, the gunman appears to walk much of the way - even as he exchanges fire with a security guard and flees, slightly wounded, up a stairwell.
"The local government should also suspend the operation of the entire facility until they have complete results of the investigation like whether the emergency fire sprinklers worked and activated when the fire broke out", he said in a statement.
Albayalde said the terrorist angle should now be discarded as investigators have established that Carlos was not a member of any terror group. Militants allied with Islamic State have been fighting Philippine troops in the country's south for almost two weeks, leaving more than 100 people dead. "This seems to point to possible neglect of duty and they should not be allowed to conduct operations", he said.
