But Leipzig have sternly refused to cash in on the midfielder in advance, with head coach Ralph Hasenhuttl confirming Keita will stay.
They returned with an offer that, with add-ons, was worth more than £66m - a fee that would have been nearly double what Liverpool spent to bring Mohamed Salah from Roma last month.
The 22-year-old has emerged as Jurgen Klopp's number one target, though the Reds have had two club-record bids of £57 million and £66m both rejected out of hand.
Keita remains a target for Liverpool though claims of a third bid to be tabled by the Mersyside club are false , and any deal taking the Guinea global to Anfield will have to wait until next summer when the midfielder's £48m release clause comes into play.
"It's important that all the players stay because we are playing for the first time in the Champions League", he said.
Venezuela: Protesters, troops clash ahead of Sunday vote
Several countries and global organizations, including the USA and European Union , have condemned the vote for Sunday. Maduro is aligned with the political movement of Hugo Chavez , the President from 1999 until his death in 2013.
"The chances [of a transfer], none", Hasenhuttl said after Leipzig's 1-0 Emirates Cup loss to Sevilla.
"It's 100 percent that Naby will play this year at Leipzig".
The box-to-box midfielder finished with an impressive return of eight goals and seven assists in 31 appearances to help RB Leipzig finish in second place behind Bayern Munich in the table. At the beginning of the transfer period we said we would start with the same team and of the players we had a year ago no one will go.
And when told that Liverpool plan on signing Keita in 2018, Hasenhuttl added: "Tell them they will not be the only ones, I think".
'Everyone can see how important Naby Keita is with our game.
This twist in the story, though, does not mean that Liverpool's interest in Keita is permanently over and given he has a release clause in his contract that can be activated next summer, it is highly likely he will move to Merseyside then.
