Trump's first NSA, Michael Flynn, resigned previous year after holding the post for just a month amid controversy over his contact with Russian officials over their alleged meddling in the 2016 United States presidential elections.
The White House would be in an "awkward spot" trying to oust McMaster because of the turnover in the position already. McMaster is Trump's inner-circle adviser on national security, military and foreign affairs.
Turnover has plagued Trump's administration since he became president in January 2017.
Officials at the White House and Pentagon declined to comment on the recommendations until Mattis delivers his plan. Trump tweeted that he had reached his decision "after consultation with my Generals and military experts", citing the "tremendous medical costs and disruption" he believed it would cause.
Trump is said to be especially pissed that McMaster said there is "incontrovertible" evidence that Russian Federation meddled in the 2016 USA presidential election at a security conference in Munich attended by Defense Secretary Jim Mattis. "Remember the Dirty Dossier, Uranium, Speeches, Emails and the Podesta Company!" One Republican insider explained that the tension between the pair comes from a difference in "personality and style", Trump wrote on Twitter.
Mattis was scheduled to brief Trump on Wednesday. In a West Wing where personal relationships are tantamount, and office politics can resemble Lord of the Flies, McMaster has remained distant from Kelly and Defense Secretary James Mattis, Politico reports.
McMaster has been reported to be on the outs off and on for awhile, but so far nothing has come of it.

He said his lawyers are in the process of launching a lawsuit against CTV News, which broadcast the allegations. On Sunday, Brown appealed to his grassroots supporters in reiterating the People's Guarantee.
Since Trump's announced ban, his administration has been challenged in lawsuits.
Still, McMaster could have a tough time back in uniform full time.
Kelly and McMaster have chafed at Trump's treatment of them in public and in private, which both at times have considered insulting, said all four officials, speaking on condition of anonymity.
Some officials have told CNN that the Pentagon may be looking to identify a slot that is not too high profile, because McMaster would be transitioning back to the military from a White House position akin to a political appointee.
McMaster would also have the option to retire from active duty if he chooses.
Even after Bannon was ejected from the White House, McMaster has struggled to find his footing.
