Trump's solo flight suggests the political risk he brings to state Republicans given his low popularity in California. It doesn't seem a far reach to guess that with his visit, Trump is trying to make a point that he can build a wall on the Californian border - with or without Californian cooperation.

Said Trump: "If you didn't have walls over here you wouldn't even have a country".
San Diego's City Council a year ago passed a resolution opposing Trump's proposed wall.
"I don't think it's really fair how he has the choice to separate us", said Gonzalez, a dual citizen who lives in Tijuana and crosses daily to work at a San Diego ramen restaurant.
He said he had seen estimates that the "intolerably high" illegal immigration costs came to $100 billion a year in terms of drugs, crime, education and social services. The first is an "Unwelcome Rally" at Santa Monica Airport, where Trump's helicopter is expected to land sometime around 3 PM.
During his visit, Mr Trump took aim at so-called "sanctuary cities" in California - local governments that refuse to cooperate with federal immigration officials seeking to deport illegal immigrants.
But Trump seemed optimistic that a change in leadership following the Mexican election in July could lead to a more favorable set of circumstances. The president resumed his feud with the state of California, criticizing Gov. Trump is scheduled to visit eight prototypes for the massive wall he wants built along the US border with Mexico.
Earlier, about 250 Trump supporters rallied near San Diego's Otay Mesa border crossing.

In Tijuana on Monday afternoon, the US president's impending visit brought much activity to the southern side of the corrugated border fence, lined with a dirt road that is littered with trash and the rusting bodies of abandoned cars.
Trump has maintained that he expects Mexico to ultimately pay for the wall, perhaps as part of a renegotiation of the North American Free Trade Agreement. But, he said, "I have to do it".
Security is sure to be tight, although it is unknown to what extent Trump might expose himself in examining the prototypes. But bridges are still better than walls.
Trump is expected Tuesday to be briefed on lessons learned from the construction of the prototypes built in San Diego last fall.
On Monday Sanders stressed that the wall is something Trump "is not going to back away from" and will continue to push for. The state and environmental groups lost a major round in that battle two weeks ago, prompting a triumphant Trump to tweet that he was considering withholding any border barrier construction in California until walls are built elsewhere.
