Verified badges must be applied by Twitter, and accounts that use a badge as a part of profile photos, background photos, or in any other way that implies verified status, are subject to permanent account suspension.
The current verification process is controlled by Twitter, which Dorsey admitted can unavoidably appear as though the company is endorsing certain kinds of accounts. The proposed system could be similar to on-demand services like Airbnb and Uber, which ask users to submit documentation and link other social accounts. The plan is to open up verification to everyone - and Twitter will not be acting as judge and jury.
Initially, Twitter had first added the blue checkmark to indicate verified profiles, which was conventionally given to celebrities.
