Since at least 2016, US authorities have been probing Huawei's alleged shipping of USA -origin products to Iran and other countries in violation of USA export and sanctions laws, two of the sources said. The company failed to comply with the punishment set forth by the U.S. Commerce Department and now is banned from receiving U.S. exports until March 2025. The company promised to discipline employees involved in the scheme, but the U.S. Commerce Department said last week that they were paid bonuses instead. Both Huawei, which is the third largest smartphone manufacturer in the world, and ZTE, deny that they are a national security threat to the U.S.
On April 20, ZTE said that the U.S ban was unfair and threatens its survival.

Earlier this month, the Commerce Department banned ZTE, China's second-biggest network equipment maker, from buying US -made components as punishment for violating a sanctions settlement over transactions with Iran and North Korea.
The U.S. Treasury Department's Office of Foreign Assets Control, or OFAC, which enforces sanctions, and the Department of Commerce are also looking into Huawei's transactions.

Ciena and Infinera, of course, compete with both Huawei and ZTE in global markets (except China). The company already caught the attention of the US government back in 2012 for its rumored ties with the Chinese government. Though this does tell us that the USA government is interested in how the company behaves at an global level.
