The NCAA announced two major rules changes to the college athletics landscape Wednesday. Schools would often block permission to conference opponents, rivals or programs that recruited prospects out of high school, which would often force student-athletes to transfer down to junior college before landing at their school of choice.

The Transfer Working Group will continue working on other transfer issues, including rules surrounding postgraduate transfers, and still is exploring the possibility of uniform transfer rules.

The Division I Council adopted a proposal this week that creates a new "notification-of-transfer" model.
The new rule will have the greatest impact on true freshmen as they get acclimated later in the season, players recovering from offseason injuries that might otherwise miss a whole year and players who were going to redshirt but would've lost a year of eligibility late in the season due to a lack of depth and injuries at their position.
The previous rule required permission for the athletes to be able to contact another school to receive a scholarship after transferring. Under the new rule, student-athletes can transfer to a different school without asking their current school for permission. This is only one step removed from the most serious infraction, a Level 1 violation. In turn, the player's name will be added to a national "transfer database" which allows coaches from other programs to contact that player without restrictions. Within two days, the school must enter the athlete's name into a national transfer database.
To address one specific concern, the Council specified that midyear enrollees can not use the exception to play a bowl game before their first academic term. There's still more work left to be done as there are a handful of other proposals on the table for Power Five conferences to vote on in the coming weeks that affect things like scholarships and financial aid.
Previously, only players who did not play a snap in a season or were sidelined by injury before playing in more than four games were generally granted redshirts by the NCAA.
