Determined to stop President Donald Trump's efforts to build a wall along the US-Mexico border, House Democrats voted to challenge his national emergency declaration in court.
But in Thursday's exchange with reporters, Trump shifted gears, saying that if Mexico does not make progress on stemming the flow of drugs and migrants into the United States within the next year, he will impose tariffs on cars and close the border.
"So we will put tariffs if they don't apprehend (migrants) and ultimately - we're going to give a period of time, but if in a year from now if drugs continue to pour in, we're going to put tariffs on them", he said.
Later on Thursday, a top Mexican trade official said that the trade agreement between Mexico, Canada and the USA was firm on the vehicle industry and not under threat.
The U.S. and Mexico trade about $1.7 billion in goods daily, according to the U.S. Chamber of Commerce, which had said closing the border would be "an unmitigated economic debacle" that would threaten 5 million American jobs.
Members of Trump's own party had cautioned him as well. He gave the country a deadline to do more to stop drugs or face tariffs.
Responding to Trump's threats, Nielsen rushed home late Monday night from Europe, where she was attending G7 security meetings and meant to fly to the border mid-week to assess the impact of changes already made, including reassigning some 2,000 border officers assigned to check vehicles to deal with migrant crowds and new efforts to return more asylum seekers to Mexico as they wait out their case.

The president is meeting with the Chinese vice premier later Thursday. Democrats and some Republicans argue that he is unconstitutionally circumventing Congress's power to direct federal appropriations.
Pelosi said in a statement Thursday that Trump was "stealing from appropriated funds".
"I'll do it", he said.
Nielsen has also requested volunteers from non-immigration agencies within her department and sent a letter to Congress seeking more money and detention space and broader authority to deport families faster.
Trump has taken a step back from his threat to close the border to fight illegal immigration, as pressure mounted from companies anxious that a shutdown would cause chaos to supply chains.
