Balancing a White House eager to push major operational changes with the reality on the ground is a constant challenge for the Department of Homeland Security. The bipartisan vote likely means that the Senate will take the lead in writing the legislation, which needs to pass into law before the House and Senate leave for vacation next week.
She said a central piece of that fight is the Rapid Response Hotline, which is created to inform immigrants about threats and to let them know about their rights.
"No city data - including all CPD law enforcement data & records - will be shared with federal Immigration & Customs Enforcement agents".
For police departments, cooperation with immigration officials could weaken communities' trust in police and make it more hard, Leopold said.
"I think just hearing that something is going to be stepped up puts everyone on alert", she said. "They have gone through the process, the process has rendered their decision and so those are the people that are being affected by the publicized mass raids". This alleged phone call appears to be reflected in Trump's tweet regarding the raids.

The Los Angeles Police Department confirmed on Twitter that it would not be participating in the raids and that it is "committed to protecting the public through meaningful relationship building".

As Trump's deadline approaches, Maureen Porras, Managing Attorney at the non-profit organization Church World Service in Miami, which provides legal counsel on immigration issues, said her office is preparing to assist those arrested in the raids.
When there are United States citizen children in the family, the parents will be fitted with monitoring ankle bracelets and allowed to stay with those children to permit time to get affairs in order while other undocumented family members remain in custody, the official added, noting that no one wants a situation where a child is left alone.
Pelosi responded that Trump's delay was "welcome", and that "time was needed for immigration reform". A Trump administration lawyer argued in court last week that detained children did not require soap or toothbrushes to be held in "safe and sanitary" conditions, and could be made to sleep on cold concrete floors.
The Washington Post reported this week that the Justice Department, which runs the immigration courts, said was aware of at least 12,780 removal orders issued to "family units" from September 24 through Friday.
"It's created unbelievable fear and uncertainty and destabilized communities", he said.
