John Bennett, FBI special agent in charge in San Francisco, said in a press conference on Tuesday that while investigators have not made a determination about 19-year-old Santino Legan's motive in the shooting, which left four people dead including Legan, "we have uncovered evidence throughout the course of our investigation that the shooter was exploring violent ideologies", with these ideologies being "varying" and "competing".
In their ongoing quest to understand Legan's motives, FBI investigators revealed Tuesday that they have found material suggesting that Legan was collecting violent ideologies, and he himself had "a fractured ideology", with apparent animus toward both ends of the political spectrum, the government in general, and multiple religions.
Keyla was one of three people killed and 13 injured July 28 at the popular food festival.

"I know nothing that we say or do can ever bring back your loved ones but. everything is being done with you in our minds", Bennett said.
The FBI has opened a domestic terrorism investigation into a mass shooting at a California festival last month after finding evidence of "violent ideologies" on the gunman's digital devices, officials said Tuesday.

Bennett declined to say what specific ideologies Legan had been interested in.
Smithee added at the August 6 press conference that Legan fired about 39 rounds from an AK-47-style rifle that he brought to the Garlic Festival.
"To the families of Stephen Romero, Keyla Salazar, Trevor Irby, and to the injured that survived this tragedy, we can not begin to describe our despair at his actions". Legan had a 75-round-capacity drum magazine-with 71 rounds remaining-attached to the rifle when he died.
Bennett said that for the FBI to open a domestic terrorism investigation, there must be a potential federal violation, the threat or unlawful use of force or violence, and "most importantly, the existence of ideological motivation". He added that none of the deceased victims was hit by police gunfire. Legan also had two 40-round magazines, and an additional 40-round magazine was found loose on or near him, Smithee said.
In order to initiate a federal terrorism investigation, authorities must have reason to believe that a suspect's act of violence was "motivated by their ideology", Bennett said.
In his vehicle was a Remington 870 shotgun and a bag found in nearby creek contained two 40-round magazines, some loose rounds for both guns, a flashlight, a rifle scope and a shovel.
Even though the shooting scene is back under local police jurisdiction, Smithee said Christmas Hill Park remained closed to the public as of August 6 as vendors and festival patrons continued to retrieve their personal belongings from the crime scene. His father was a competitive runner and coach; his brother was an accomplished young boxer; and his grandfather had been a Santa Clara County supervisor.
